We express, serious concern, however, in the light of historical evidence and precedent, that the proposed mitigation measures will be adequately implemented and monitored, and that the failure to implement the mitigation measures, will be enforced. The consequences of failure to implement the mitigation measures will be of appreciable magnitude since the impacts will be a significant threat to the poor and the unborn, the two constituencies with little or no political voice.
